Summary Profile
Paul has been consulting to major corporations around the world for the past twenty-five years. He has extensive experience in managing and facilitating large system change efforts; new plant design and start-ups; redesigning existing manufacturing facilities (particularly where unions are involved); the implementation of Total Quality Systems, quality improvement efforts, quick change-over and SC; and is an expert in employee involvement and participative work systems.
Paul's particular expertise is in the design of organizations, applying socio-technical principles and Whole-Scale(tm) Approaches to the process of change in organizations. He is internationally known as a pioneer in the development of Whole-Scale (Whole System) Approaches to change.

Professional Experience
Dr. Tolchinsky's particular expertise is in the design of new facilities applying socio-technical analyses to organizations and integrating quality technologies that assure process controls and the integration of customer requirements. He has led numerous study missions to Japan, enabling North American managers to benchmark planning, deployment and quality systems.
Recently, Dr. Tolshinsky's work has focused on accelerating the rate of change in organizations. He has pioneered the use of Large Group Interventions and whole system thinking in the process of creating and deploying strategy, designing new organizations and improving existing work process and structures. In many instances these involve continuous process operations (24 hour, 7 day-a-week systems) where the organization is simultaneously implementing total quality, innovative Asian manufacturing methods, management systems and team concepts.
He has held line management positions with Detroit Bank and Trust, General Foods, Inc. and Babcock and Wilcox Company. In addition, he ha taught graduate courses in Organization design and Development, Quality of Work LIfe and Management at Purdue University, Florida State University, The University of Akron, and Bowling Green State University, and Labor Relations and International Human Resources at Case Western University.

Education
Listed in Who's Who in Science and Technology and Who's Who in the Midwest, Dr. Tolchinsky received a BA in Business Administration from Bowling Green State University (1971) and a PH.D. in Organization Behavior and Design from Purdue University (1978). In addition to these studies, Paul has traveled extensively and studied in Japan with the Japanese Union of Scientists and Engineers and the Japan Productivity Center.

Publications
Dr. Tolchinsky pioneered Real Time Work Design (Large Group Interventions by Bunker and Alban, Jossey Bass, 1997), an approach to work design that involves whole organizations (often up to 800 - 1,000 employees at a time) and the Whole-Scale technology (Fusion Leadership by Daft and Lengel, Berrett Koehler, 1998). He is the author of a recent chapter in Peg Holman and Tom DeVane's book, The Change Handbook (1999) and co-author of two books on Large Group Methods entitled Unleashing the Magic in Organizations: The Wholescale Approach and Unleashing the Magic: A Toolkit (200). He has been an invited speaker and guest lecturer in Europe, Australia, India, Brazil, and Singapore.
